Regulation (EU) 2026/1744 changes more than a deadline. It adds two prohibited-practice points, separates provider and deployer scope, narrows parts of the product-safety route, and moves the main high-risk dates.

The Article 5 boundary matters

The new prohibitions are points 5(1)(ba) and 5(1)(bb). Paragraphs 1a and 1b define provider intent, foreseeable reproducible outcomes, adequate safeguards, purposeful deployer use, consent and exceptions. Capability or an accidental output alone is not the legal test.

Three dates for the control plan

2 December 2026: new Article 5 points and Article 50 legacy transition.
2 December 2027: Annex III high-risk obligations.
2 August 2028: Article 6(1) Annex I systems.
